What Is USPS Full-Service Certification?
USPS Full-Service is the highest tier of mail preparation, combining three requirements that unlock the deepest discounts and most advanced tracking available from USPS.
Intelligent Mail Barcode (IMb)
A unique 65-bar barcode on every mailpiece that encodes routing, mailer ID, and a unique serial number for piece-level tracking from induction to delivery.
Electronic Documentation (eDoc)
All postage statements, mailing manifests, and container data are submitted electronically via PostalOne! using mail.dat files — no paper forms, no manual calculations.
Move Update Compliance
Addresses must be updated within 95 days of mailing using NCOA, ACS, or other USPS-approved methods. Full-Service automates compliance tracking via eDoc.

Inside the Intelligent Mail Barcode (IMb)

PostalOne! and Electronic Documentation (eDoc)
PostalOne! is the USPS system that receives electronic mailing data before your mail arrives at the post office. Full-Service certification requires eDoc submission for all mailings over 500 pieces.
mail.dat File
A standardized electronic file containing all mailing job data — piece counts, postage calculations, container and tray information, and IMb assignments. Mail Movers generates and submits mail.dat files for every Full-Service mailing.
Electronic Postage Statement
Replaces paper PS Forms 3600, 3602, and 3541. Postage is calculated automatically from the mail.dat file, eliminating manual errors and reducing BMEU processing time from hours to minutes.
Container and Tray Manifests
Every tray and sack of mail is electronically manifested with a barcode that links back to the mail.dat file. USPS can verify the contents of any container without opening it.
Electronic ACS (Address Change Service)
When a piece is undeliverable or the recipient has moved, USPS returns an electronic notification with the new address. This data is used to update your mailing list — included at no extra charge with Full-Service.
Informed Delivery: Extend Your Mail Campaign into the Digital Channel
Informed Delivery is a free USPS service available exclusively to Full-Service mailers. It sends recipients a daily email showing scans of their incoming mail — before it arrives in the mailbox.
What Informed Delivery Does
- Recipients see a grayscale scan of your letter or flat in their daily email digest before it arrives
- You can add a full-color digital ride-along image and a clickable URL to the notification
