What Is Presort Mail and How Much Can It Save You?

Presort mail is one of the most reliable ways to reduce postage costs for businesses that mail regularly. The concept is straightforward: by sorting your mailpieces according to USPS specifications before they enter the mail stream, you do part of the postal service's work for them — and they reward you with lower rates. For businesses on the Delmarva Peninsula and beyond, understanding presort mail can mean hundreds or thousands of dollars in annual postage savings. Mail Movers has been handling presort in-house from our Salisbury, MD facility since 1977, and this guide covers everything you need to know.

How Presort Mail Works: The Mechanics

When the USPS receives a standard, single-piece mailing, it must sort that piece through multiple processing facilities before it reaches the carrier who delivers it. Each sort step costs the postal service time and money. Presort mail skips some or all of those steps by arriving already organized by destination.

The deeper the sort, the more work you've done for the USPS, and the greater the discount. The main sort levels are:

In practice, a single mailing will contain pieces at multiple sort levels. Mail Movers' software automatically assigns each piece to the deepest sort level it qualifies for, maximizing your savings on every job.

First-Class Mail Presort vs. Marketing Mail Presort

The USPS offers presort discounts for both First-Class Mail and Marketing Mail (formerly Standard Mail), but the structures differ significantly.

First-Class Mail Presort

First-Class presort requires a minimum of 500 pieces per mailing. The current retail rate for a single First-Class letter is $0.78 (effective January 2025). Presorted First-Class automation rates drop to approximately $0.732–$0.738 per piece depending on sort level — a savings of roughly $0.04–$0.05 per piece. For a 10,000-piece mailing, that's $400–$500 in postage savings on a single campaign.

First-Class Mail retains its forwarding and return service, making it the right choice for invoices, statements, and any piece where deliverability and forwarding are critical. See our invoices and statements mailing service for more detail.

Marketing Mail Presort

Marketing Mail is designed for bulk commercial mailings and offers substantially lower base rates than First-Class. The minimum volume is 200 pieces or 50 lbs. Presorted Marketing Mail automation rates run roughly $0.15–$0.20 per piece for letters and $0.17–$0.22 for flats, compared to $0.78 for a single First-Class letter. The trade-off is delivery time (3–10 business days vs. 1–3 for First-Class) and no forwarding service.

For promotional mailings — postcards, newsletters, catalogs, and most direct mail campaigns — Marketing Mail is the standard choice. Our direct mail services page covers the full range of options.

Essential Requirements for Presort Discounts

To qualify for presort rates, your mailing must meet specific USPS technical requirements. Mail Movers handles all of these in-house:

CASS Certification

CASS (Coding Accuracy Support System) certification is a USPS program that verifies address accuracy. Every address in your mailing list must be validated against the USPS address database before presort discounts apply. CASS certification also adds the correct ZIP+4 code and delivery point barcode to each address, which is required for automation rates. Our list cleaning service includes CASS processing on every job.

NCOA Processing

NCOA (National Change of Address) processing updates your list with current addresses for recipients who have moved within the past 48 months. Undeliverable-as-addressed (UAA) mail is one of the biggest sources of wasted postage — the USPS estimates that 4–5% of addresses in a typical business mailing list are out of date at any given time. NCOA processing eliminates most of that waste and is required for certain presort discount categories.

Intelligent Mail Barcode (IMb)

The IMb is a 65-bar barcode that encodes the destination address, mail class, and a unique piece identifier. It is required for Full-Service Intelligent Mail discounts — the deepest available presort discount tier. The IMb also enables piece-level tracking, so you can see exactly when your mail is delivered. Mail Movers generates and applies IMb barcodes on every presort job as part of our USPS Full-Service Certified workflow.

Commingling

Commingling is a strategy that allows smaller mailers to access deeper discounts. When a single client doesn't have enough pieces to fill a 5-digit bundle (typically 10+ pieces per ZIP code), their mail is combined with mail from other clients going to the same destinations. The combined volume qualifies for deeper sort levels and lower rates. Mail Movers commingles mail from multiple clients daily, passing the savings directly to each client. Learn more about how commingling works.

Real Dollar Savings: A Practical Example

Let's run the numbers on a typical 10,000-piece Marketing Mail campaign for a Delmarva business:

Even compared to non-presorted Marketing Mail, presort automation rates save approximately $0.03–$0.05 per piece — an additional $300–$500 on a 10,000-piece mailing. Over the course of a year with monthly mailings, those savings compound significantly.

For First-Class mail (invoices, statements, appeal letters), the savings are smaller in absolute terms but still meaningful. A nonprofit mailing 5,000 appeal letters monthly at presorted First-Class rates instead of retail saves approximately $2,400–$3,000 per year in postage alone.

Presort Pickup: Who We Serve

Mail Movers provides presort pickup and induction services for businesses in Sussex County, Delaware and Wicomico and Worcester Counties, Maryland. We pick up your prepared mail, sort it to the deepest qualifying level, and induct it at the appropriate USPS facility — typically the Salisbury Sectional Center Facility (SCF). This means your mail enters the postal system at the most efficient point, reducing transit time and ensuring the correct postage discounts are applied.

For businesses outside our pickup area, we also accept mail shipped to our Salisbury facility for processing. Contact us to discuss your pickup or drop-off options.

We also offer lettershop services — inserting, tabbing, addressing, and sealing — so your entire mailing can be handled under one roof from print to postal induction.

Frequently Asked Questions

What is the minimum volume for presort mail?

For Marketing Mail, the minimum is 200 pieces or 50 lbs. For First-Class presort, the minimum is 500 pieces. If your mailing falls below these thresholds, commingling with other clients' mail can still get you access to presort rates.

How long does presort mail take to deliver?

Presorted First-Class Mail delivers in 1–3 business days, the same as non-presorted First-Class. Presorted Marketing Mail delivers in 3–10 business days depending on destination.

Do I need to prepare my list before sending it to Mail Movers?

No — we handle all list processing in-house, including CASS certification, NCOA updates, and duplicate removal. You can send us a raw list and we'll clean it before processing. See our list cleaning service for details.

What is the difference between presort and EDDM?

Presort mail uses a targeted mailing list and delivers to specific addresses. EDDM (Every Door Direct Mail) delivers to every address on a carrier route without a list. EDDM has a flat rate of $0.247 per piece (current retail rate) and is ideal for saturation campaigns. See our EDDM vs. targeted lists comparison for a full breakdown.
